Memorandum for the Heads of Executive Departments and Agencies

This document orders a “regulatory freeze.” A new or pending regulation will not be published in the Federal Register until it is reviewed and approved by a Department or Agency Head appointed by Trump. The Effective Dates of recently published regulations may be pushed back 60 days to allow for review and approval. Guidance on the implementation of this memo was also issued on January 24.
